アイドル系歌手が苦戦していた「アイドル冬の時代」がようやく終わろうとしていた1990年代後半、フジテレビプロデューサーの水口昌彦は、「平成のおニャン子クラブ」的なアイドルグループの結成を画策していた（水口はかつて「夕やけニャンニャン」のADを務めていた）。しかし、予算の都合上、なかなか企画が通らず苦戦していた。
そんな折、おニャン子クラブの仕掛け人である秋元康が、セガの社外取締役として、ドリームキャストの広告戦略を任される。総額100億円とも言われるドリームキャスト広告費に目をつけた水口は、自らの「平成のおニャン子クラブ」構想を、ドリームキャストPR用の企画として実現できないかと、秋元と交渉し、同意を得る。かくして、ドリームキャスト提供、秋元康事務所協力の下、夕方バラエティー番組「DAIBAッテキ!!」が1998年10月5日より放送開始。
